Other excerpts from this report that appears to have become a blueprint for the current Administration
foreign policy :
“Today the task is to preserve an international security environment conducive to American interests and ideals.” (p.2)
“The challenge for the coming century is to preserve and enhance this “American Peace.”(p.iv) and “deter the rise of a new great power competitor” and “exploit transformation of war” (p.2)

ABOUT 2000 YEARS AGO THE ROMANS
HAD THE WESTERN WORLD LIVING UNDER THE “PAX ROMANA”
TODAY, IS THE WHOLE PLANET
WILLING TO ACCEPT A   “ PAX   AMERICANA”?

The same concept of “American Peace” had been drafted in1992 by the Defense Department and immediately repudiated by  G.H.W Bush as violent critisism had erupted at the first leak of the paper

From its beginning, this Administration has shown contempt for international treaties and bodies.
(dismissal of Kyoto protocol, International Criminal Court, Landmine Treaty and many more )
After September 11th, in the National Security Strategy document published on 09/20/01, the Administration bluntly speaks of “ignoring International opinion”, refers to “American internationalism,” and declares that terrorist attacks from independent cells justify pre-emptive strikes on sovereign states. This ignores the fact that preventive and pre-emptive wars are illegal under the U.N charter and under international laws

Democracy can only exist under the rule of law, created by fairly elected legislatures, and generally accepted by the family of nations.

      WHY? BECAUSE

“THE DESIRE OF ONE POWER FOR ABSOLUTE SECURITY MEANS ABSOLUTE INSECURITY FOR ALL THE OTHERS.”
                                                                     Henry Kissinger, A World Restored

“POWER CORRUPTS AND ABSOLUTE POWER CORRUPTS ABSOLUTELY”
                                                                                                          Lord Acton

WE, WHO ABIDE BY THE RULES OF DEMOCRACY, CANNOT ALLOW THE UNITED STATES OF AMERICA TO IMPOSE A “PAX AMERICANA” ON A WORLD THAT HAS JUST COME THROUGH A CENTURY OF EXHAUSTING AND DEVASTATING WARS, MANY OF THEM INTENDED TO BRING “PEACE” THROUGH THE FORCE OF ARMS.

THE UNITED NATIONS WAS CREATED BY THE UNITED STATES AS A MEANS
TO RESOLVE CONFLICTS WITHOUT GOING TO WAR

AS THE NEW YORK TIMES PUT IT,
THERE MAY STILL BE TWO SUPERPOWERS ON THE PLANET
THE UNITED STATES AND THE WORLD PUBLIC OPINION
